[2024-61 Dispense RFP Select Engineer Parks Project.pdf] CITY OF NORTH OLMSTED RESOLUTION NO. 2024 - 61 BY: Mayor Jones A RESOLUTION DISPENSING WITH THE RFP PROCESS AND AUTHORIZING THE MAYOR TO RETAIN ADDITIONAL PROFESSIONAL ENGINEERING SERVICES OF CHAGRIN VALLEY ENGINEERING, PURSUANT TO THE TERMS AND CONDITIONS OF ITS CURRENT AGREEMENT WITH THE CITY, FOR THE PURPOSE OF DESIGN SERVICES RELATED TO THE 2024 PARKS IMPROVEMENT PLAN, AND DECLARING AN EMERGENCY. WHEREAS, the City has previously engaged the professional engineering services of Chagrin Valley Engineering in order to retain the City Engineer, and to perform such additional or extra projects as may be requested, the terms and rates for which having been pre-negotiated and established; and WHEREAS, the Director of Recreation and Public Engagement has recommended that the City of North Olmsted retain Engineer Jeff Filarski and Chagrin Valley Engineering for the additional design services required for the North Olmsted Community Park project; and WHEREAS, it is the desire of Council to authorize the Mayor to dispense with the RFP process outlined in Chapter 112.10 as to contracting for the planning, design and engineering services for the 2024 Parks Improvement Plan project because Chagrin Valley Engineering is already under contract to provide such additional services at a pre-established rate and the City Engineer is acquainted and involved in planning the project. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the formal RFP process required by Chapter 112 of the Administrative Code is hereby dispensed with given the unique nature of the service to be provided, and that the Mayor be and she is hereby authorized to engage Chagrin Valley Engineering, pursuant to the terms and conditions of its current Agreement with the City of North Olmsted, to provide additional and specialized services, as may be described as an extra project or change order, beyond the scope of City Engineer services, at the rates previously established therein, subject to approval of the Board of Control.
