[2023-78 RFQs for AV Design Consultant ER.pdf] CITY OF NORTH OLMSTED RESOLUTION NO. 2023 - 78 BY: Council President Brossard, Council Members Gilchrist, Hemann, Madden, Scarl and Williamson A RESOLUTION AUTHORIZING THE ADMINISTRATION TO SOLICIT STATEMENTS OF QUALIFICATIONS (S.O.Q.) FROM QUALIFIED PROFESSIONALS TO SERVE AS THE CITY'S AUDIO/VISUAL CONSULTANT TO DESIGN IMPROVEMENTS TO CITY COUNCIL CHAMBERS AND CAUCUS FACILITIES; AND FURTHER AUTHORIZING THE MAYOR, FOLLOWING APPROVAL OF THE BOARD OF CONTROL, TO ENTER INTO A CONSULTING AGREEMENT WITH THE PROFESSIONAL SELECTED IN THE S.O.Q. PROCESS. WHEREAS, Chapter 112 (Personal Service Contracts) outlines procedure for the City to solicit Statements of Qualifications (S.O.Q.) from qualified individuals or firms, which process allows for competitive proposals based on relative qualifications and allows the Board of Control to select the best qualified personal service provider; and WHEREAS, The City Council seeks the professional services of an audio/visual design consultant to improve and/or replace the audio/visual capacity in both the City Council Chambers and the Caucus room by and though an SOQ process leading toward future bid specifications, if necessary, and project management; and WHEREAS, the Administration is authorized to proceed with the process outlined in Chapter 112 of the North Olmsted Codified Ordinances to solicit S.O.Q.’s in order to hire an Audio/Visual Design Consultant for the City of North Olmsted; and WHEREAS, it is the desire of this Council to authorize and initiate the S.O.Q. process for said selection, and upon selection by the Board of Control, to authorize the Mayor to enter into a contract for such personal and professional services. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Administration be and is hereby is authorized to solicit or request Statements of Qualifications (S.O.Q.) proposals from qualified individuals or firms to provide audio/visual consulting and design services in accordance with Chapter 112 of the Codified Ordinances and based on specifications described, with approval by the Board of Control, the Mayor is hereby authorized to enter into an agreement for such services with the most qualified individual to provide the services at a price that is fair and reasonable to the City. 2 SECTION 2: That this Resolution shall take effect and be in force from and after the earliest date provided for by law.
