all of Applied Information’s line of systems and offerings including Glance
software, Glance Preempt and Priority Control System (Al-500-085-04
Intersection Unit and Al-500-065 Vehicle Preemption Unit), cabinet
monitoring, school beacon controllers, ITS devices and ancillary matched
component equipment.
Please be advised that Path Master, Inc. is the ONLY authorized Applied
Information distributor of traffic products for the State of Ohio. Path Master,
Inc. has been authorized for product training, technical support, sales,
warranty and overall support of the products.

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A
PURCHASE AGREEMENT WITH PATH MASTER, INC. TO INSTALL
‘GLANCE’ GPS PREEMPTION & PRIORITY TRAFFIC CONTROL
SIGNALIZATION SYSTEMS, THROUGH THE STATE PURCHASE
PROGRAM, AT A COST OF $305,635.00 IN APPROVED ARPA FUNDS
AND, UPON APPROVAL OF THE BOARD OF CONTROL, FURTHER
AUTHORIZING THE MAYOR TO EXECUTE CONTRACT DOCUMENTS,
AND DECLARING AN EMERGENCY.
WHEREAS, the Director of Public Safety has recommended that the City of North
Olmsted spend approved ARPA funds, in the amount of $305,635.00, to purchase and install
‘Glance’ Model Preemption and Priority traffic control signalization systems, supplied by
Applied Information, Inc. and installed and sold by Path Masters, Inc., to enhance public safety
during emergency runs by Police and Fire; and
WHEREAS, Council has, by separate legislation, addressed the costs and appropriations
for this purchase, which is authorized without public bidding through the State Purchase
Program, and with Applied Information, Inc. being the sole source provider in the State of Ohio;
and
WHEREAS, it is the desire of this Council to authorize the Mayor to purchase and have
the equipment installed by Path Masters, Inc., at a cost of $305,635.00 and upon approval by the
Board of Control, to further authorize the Mayor to execute all contract documents.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO:
SECTION 1: That the Mayor be and she is hereby authorized to purchase through the
State Purchase Program, which was established by R.C. Section 125.04, and which the City is
authorized to participate in pursuant to the City Charter and Resolution No. 87-6, Applied
Information Model ‘Glance’ Preemption & Priority traffic control signalization systems from
Path Masters, Inc., as detailed by its Quote dated 11/18/22, at a cost of $305,635.00, and the
Mayor is further authorized to execute additional contract documents, as may be necessary, the
legal form for which shall be subject to review by the Director of Law.
SECTION 2: That this Ordinance is hereby declared to be an emergency measure
immediately necessary for the preservation of the public health, safety and welfare, and further
for the reason that it is necessary that this Ordinance go into effect immediately to increase safety
to safety forces and motoring and pedestrian traffic; and further provided it receives the

affirmative vote of two-thirds of all members of Council, it shall take effect and be in force
immediately upon its passage and approval by the Mayor.
