CITY OF NORTH OLMSTED 
RESOLUTION NO. 2023 -148

A RESOLUTION AUTHORIZING THE MAYOR OF CITY OF NORTH 
OLMSTED TO APPLY TO THE STATE OF OHIO, DEPARTMENT OF 
DEVELOPMENT 
FOR 
GRANT 
FUNDING 
FOR 
THE 
SOUTH 
EQUALIZATION BASIN PROJECT AND, IF AWARDED, FURTHER 
AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT TO 
ACCEPT THE GRANT FUNDS, AND DECLARING AN EMERGENCY. 
 
WHEREAS, the Ohio Department of Development is accepting applications for grant 
funding from communities to improve water and wastewater infrastructure with the objective of 
improving access to water and better managing wastewater systems and infrastructure; and 
 
WHEREAS, projects included within the scope of possible funding include sewer / 
wastewater treatment plant improvements and expansion, replacement of sanitary sewer lines and 
installation of systems to manage excess sanitary infiltration / overflow; and 
 
WHEREAS, it is accordingly the desire of this Council to authorize the City of North 
Olmsted to make application for said grant funding and to authorize the Mayor to enter into an 
Agreement, if necessary, for acceptance of same if awarded. 
 
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF 
NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: 
 
SECTION 1:   The Mayor is hereby authorized to make application for Ohio Department 
of Development Grant Funding for Water and Wastewater Infrastructure Projects and, 
specifically, the South Equalization Basin Project, and, if awarded, the Mayor is hereby 
authorized to enter into an Agreement, on behalf of the City of North Olmsted, if necessary to 
accept and secure grant funding. 
 
SECTION 2:   That this Resolution is hereby declared to be an emergency measure 
immediately necessary for the preservation of the public health, safety and welfare, and further 
for the reason that it is necessary that this Resolution go into effect immediately since the 
application deadline is January 17, 2024; and further provided it receives the affirmative vote of 
two-thirds of all members of Council, it shall take effect and be in force immediately upon its 
passage and approval by the Mayor.
