145.01    Establishment.

145.01  ESTABLISHMENT. 
 
Pursuant to the authority of the Charter, Article V Section 1, there is hereby established the 
Department of Recreation and Public Engagement. The staffing of the Department of Recreation 
and Public Engagement is hereby established and is reflected in the organizational chart for the 
Department of Recreation and Public Engagement contained in Section 145.99(a), which is 
incorporated herein as if fully rewritten. The Mayor shall establish the compensation of all 
employees of the Department within the salary ranges established by City Council, to the extent 
that such compensation is not otherwise established by contract, or federal, state or local law. 
 
145.02  DIRECTOR OF RECREATION AND PUBLIC ENGAGEMENT  
 
The Department of Recreation and Public Engagement shall be headed by the Director of 
Recreation and Public Engagement.  The Director is responsible for, among other things, 
strategically positioning, organizing, directing, supervising and accepting accountability for 
Parks & Recreation, Springvale Ballroom & Golf Course, Division of Aging, and Juvenile 
Diversion divisions as well as the Oxcart Pantry. 
 
(a)  Appointment, Term, Removal. The Director shall be a full time employee appointed by the 
Mayor, which appointment and term shall be governed by Charter Art. III, §5(a). The Mayor 
may remove the Director with the concurrence of two-thirds (2/3) of the members of Council 
eligible to vote.  
 
(b)  Duties. 
 
(1)  The Director shall oversee the operation of the Department of Recreation and Public 
Engagement.

(2)  The Director shall be the head of the Division of Parks and Recreation, Division of 
Springvale, Division of Aging and the Division of Juvenile Diversion.  The Director shall also 
oversee the operation of the Oxcart Pantry.   
 
(3)  The Director shall perform such other duties as required and directed by the Mayor 
and additionally as set forth in the job description on file within the Office of Director of Human 
Resources. 
 
145.03  ADMINISTRATIVE SECRETARY. 
 
There is hereby created the position of Administrative Secretary, which shall be a full time 
employee appointed by and answerable to the Director of Recreation and Public Engagement. 
The Administrative Secretary shall perform the duties as required and directed by the Director of 
Recreation and Public Engagement. 
 
145.04  DIVISION OF PARKS AND RECREATION. 
There is hereby established a Division of Parks and Recreation within the Department of 
Recreation and Public Engagement.  The Division of Parks and Recreation shall be headed by a 
Recreation Commissioner, a full-time employee, who shall be responsible for its organization 
and supervision.  The Recreation Commissioner shall be appointed by and be answerable to the 
Mayor. 
(a)  Duties.  The Commissioner shall have charge of all programming within the division and 
shall supervise the employees of the Division of Parks and Recreation.  The Commissioner shall 
perform such other duties as required and directed by the Director of Recreation and Public 
Engagement and additionally as set forth in the job description on file within the Office of 
Director of Human Resources. 
(b)  Employees. The staffing of the Division of Parks and Recreation is hereby established and is 
reflected in the organizational chart for the Department of Recreation and Public Engagement 
contained in Section 145.99(b), which, as it pertains to this Division only, is incorporated herein 
as if fully rewritten.  The Mayor shall establish the compensation of all employees of the 
Division within the salary ranges established by City Council, to the extent that such 
compensation is not otherwise established by contract, or federal, state or local law. 
(c)  Criminal Records Check Required for Contractors of the Division of Parks and Recreation. 
(1)  All City contractors who, pursuant to contract, provide services directly to children at 
any of the City's parks or recreation facilities, shall be required to undergo a criminal records 
check prior to providing any such services.  In addition, if any such City contractor employs 
individuals or subcontracts with individuals who provide services directly to children at any of 
the City's parks or recreation facilities, then such employees or subcontractors shall likewise be 
required to undergo criminal records checks prior to providing such services. 
(2)  City contractors who contract with the City to provide such services to children, or 
who employ or subcontract with individuals who provide such services to children, shall be 
required to reimburse the City for the cost the City incurs in conducting any criminal records 
checks pursuant to the provisions of this section; provided, however, that reimbursement shall be

waived for any City contract that involves an expenditure of funds in an amount of three hundred 
fifty dollars ($350.00) or less. 
145.05  DIVISION OF SPRINGVALE. 
There is hereby established a division of Springvale within the Department of Recreation and 
Public Engagement.  The Division of Springvale shall be headed by a Facility Operations 
Manager, a full-time employee, who shall be responsible for its organization and 
supervision.  The Facility Operations Manager shall be appointed by and be answerable to the 
Director of Recreation and Public Engagement.  The Manager shall oversee the day to day 
operations of the Springvale Golf Course and Ballroom. 
(a)  Duties.  The Facility Operations Manager shall have charge of and shall supervise the 
employees of the Springvale Golf Course and Ballroom.  The Manager shall perform such other 
duties as required and directed by the Director of Recreation and Public Engagement and 
additionally as set forth in the job description on file within the Office of Director of Human 
Resources. 
(b)  Employees.  The staffing of the Division of Springvale Golf Course is hereby established 
and is reflected in the organizational chart for the Department of Recreation and Public 
Engagement contained in Section 145.99(c), which, as it pertains to this division only, is 
incorporated herein as if fully rewritten.  The Mayor shall establish the compensation of all 
employees of the Division within the salary ranges established by City Council, to the extent that 
such compensation is not otherwise established by contract, or federal, state or local law. 
145.06  DIVISION OF AGING. 
 
There is hereby created a Division of Aging within the Department of Recreation and Public 
Engagement. The Division of Aging shall be headed by a full-time Senior Center Administrator. 
The Administrator shall be appointed by and be answerable to the Director of Recreation and 
Public Engagement. 
 
(a)  Duties. The Administrator shall have charge of the day to day operations of the Senior 
Center and shall supervise the Outreach Coordinator, Maintenance, the Activities Coordinator 
and the Title III-C Program Manager. The Administrator shall perform such other duties as 
required and directed by the Director of Recreation and Public Engagement and additionally as 
set forth in the job description on file within the Office of Director of Human Resources. 
 
(b)  Employees. The staffing of the Division of Aging is hereby established and is reflected in the 
organizational chart for the Department of Recreation and Public Engagement contained in 
Section 145.99(d), which, as it pertains to this Division only, is incorporated herein as if fully 
rewritten. 
 
145.07 DIVISION OF JUVENILE DIVERSION. 
 
There is hereby created a Division of Juvenile Diversion within the Department of Recreation 
and Public Engagement.  The Division shall be headed by a Juvenile Diversion Coordinator.  
The position shall in the discretion of the Mayor be either part-time or full-time.  The

Coordinator shall be appointed by and be answerable to Director of Recreation and Public 
Engagement. 
 
(a)  Duties. The Juvenile Diversion Coordinator shall have charge of and shall supervise the 
employees, operations and programs of the Division of Juvenile Diversion.  The Juvenile 
Diversion Coordinator shall act as liaison with the Police Department and courts relative to 
juvenile justice prevention services and diversion, including the Juvenile Traffic Intervention 
Program (“JTIP”).  The Coordinator shall perform such other duties as required and directed by 
the Director of Recreation and Public Engagement and additionally as set forth in the job 
description on file within the Office of Director of Human Resources. 
 
(b)  Employees. The staffing of the Division of Juvenile Diversion is hereby established and is 
reflected in the organizational chart for the Department of Recreation and Public Engagement 
contained in Section 145.99(e), which, as it pertains to this Division only, is incorporated herein 
as if fully rewritten.   
 
145.99  ORGANIZATION OF THE DEPARTMENT OF RECREATION AND PUBLIC 
ENGAGEMENT  
 
The positions set forth herein shall constitute the staff and organization of the Department of 
Recreation and Public Engagement, together with all divisions thereunder. They are as follows: 
145.99(a), 145.99(b), 145.99(c), 145.99(d) and 145.00(e).

AN ORDINANCE ESTABLISHING A NEW CHAPTER 145 OF THE 
ADMINISTRATIVE CODE ENTITLED “DEPARTMENT OF RECREATION 
AND PUBLIC ENGAGEMENT,” AND DECLARING AN EMERGENCY.  
 
 
WHEREAS, Mayor Dailey Jones has determined that a re-organization of the Departments 
of the City Administration is in the best interests of the City and will obtain maximum efficiency 
in operations, improve delivery of service and fully achieve operational objectives; and  
 
 
WHEREAS, the proposed re-organization will create a new Department of Recreation and 
Public Engagement, with the Divisions of Parks and Recreation, Springvale, Aging and Juvenile 
Diversion falling under the jurisdiction of the Department that will headed by the Director of 
Recreation and Public Engagement; and 
 
WHEREAS, it is the desire of this Council to implement the organizational changes 
recommended by Mayor Dailey Jones as set forth herein.  
 
 
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF 
NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: 
 
 
SECTION 1:  That there be and hereby is created new Chapter 145 of the Administrative 
Code of the City of North Olmsted, entitled “Department of Recreation and Public Engagement” 
which, as created, shall read in its entirety as set forth on Exhibit A attached hereto and 
incorporated herein. 
 
SECTION 2:  That any ordinance, or part of ordinance, in conflict or inconsistent with this 
Ordinance, is, to the extent of any such conflict or inconsistency, repealed.  Conflicting or 
inconsistent provisions of any Ordinance shall be corrected at re-codification. 
 
SECTION 3:  That this Ordinance is hereby declared to be an emergency measure 
immediately necessary for the preservation of the public health, safety and welfare, and, 
additionally, it is necessary that this Ordinance go into effect immediately to ensure effective 
operations within the Department of Recreation and Public Engagement, and provided it receives 
the affirmative vote of two-thirds of all members of Council, then it shall take effect and be in 
force immediately upon its passage and approval by the Mayor.
