[2025-61 Contract RCN Tech State Purchase.pdf] CITY OF NORTH OLMSTED ORDINANCE NO. 2025 - 61 By: Mayor Jones AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PURCHASE AGREEMENT WITH RCN TECHNOLOGIES TO PURCHASE HARDWARE, INSTALLATION AND RELATED SERVICE FOR THE CREATION OF WIRELESS INTERNET SERVICES FOR GUESTS OF THE NORTH OLMSTED RECREATION CENTER AND SPRINGVALE GOLF COURSE, THROUGH THE STATE PURCHASE PROGRAM, AT A COST OF $76,667.53, AND DECLARING AN EMERGENCY. WHEREAS, it is the desire of the Administration to make available for guests at the Recreation Center and Springvale Golf Course wireless internet connectivity; and WHEREAS, additional capabilities will include Public Safety Network Slicing for Frontline Services, Smart City Proficiencies and Flexible Expansion across the entire City Campus; and WHEREAS, this solution will include a one-time hardware/software/support licensing purchase from Ericsson Cradlepoint covering three years of service and maintenance through STS Contract #STS02211 at a cost of $42,462.43; one-time Field Installation Services provided by RCN Technologies at a cost of $15,823.32; three year NOC/Field Support Services by RCN Technologies at a cost of $18,381.77; the rate from Verizon for 200Mb/s service provided by the new CL5GC Band will cost $390.00 per month or $4,680.00 annually across all 6 cellular SIM Cards needed for coverage; and WHEREAS, it is the desire of this Council to authorize the Mayor to enter into an Agreement to purchase, install, integrate, configure and support a new Verizon Private 5GC Cellular Network (FWA- Fixed Wireless Access) solution including Guest Wireless Services for the North Olmsted Recreation Center and the Springvale Golf Course, pursuant to the State Purchase Program, at a cost of $76,667.52. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor be and she is hereby authorized to purchase through the State Purchase Program, which was established by R.C. Section 125.04, and which the City is authorized to participate in pursuant to Article VIII, Section 6 of the Charter and Resolution No. 87-6, a new Verizon Private 5GC Cellular Network (FWA- Fixed Wireless Access) solution (Contract Number STS#02211) and related installation and services fees, as detailed by its Proposal dated May 7, 2025, incorporated by reference but not attached, at a cost of $76,667.52, and the Mayor is further authorized to execute additional contract documents, as may be necessary, the legal form for which shall be subject to review by the Director of Law. 2 SECTION 2: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and further for the reason that it is necessary that this Ordinance go into effect immediately to acquire needed wireless access for guests and staff at community facilities; and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
