Resource Conservation and Recovery Commission Monday, July 28, 2025 4:30 p.m. City Hall Conference Room #1, 85 S. Main St. Also: Virtual Meeting Live Streamed @ http://oberlinoh.swagit.com/live Members Present: Heather Adelman (Chair), Jessica Minor (Vice-chair), Carmen McFarlin, Eve Martinez Members Absent: = Cynthia Comer Others Present: Jeff Baumann, Public Works Director; Sheri Runals, Staff Support; Lori Sprosty, Recycling Coordinator Others Absent: Joe Waltzer, City Council Liaison Call Meeting to Order and Roll Call Adelman called the meeting to order at 4:38 p.m. Roll call was taken. Approval of the May 19, 2025 Meeting Minutes The May 19 meeting minutes were approved as amended. Old Business Glass Recycling Update Sprosty reported that the glass collection is going well. Baumann stated that as of June we collected around 11 tons of glass. After the crushed glass is mixed with stone, we would have about 30 tons of construction material. The mixture is 3 parts glass to 7 parts stone. Sprosty checks the bins on the days the site is open so she can gauge how many recyclables are being dropped off. McFarlin asked if there has been any talk on providing buckets to the residents to transport the glass from their homes to the site. Sprosty replied that this has not been discussed. Minor suggested obtaining used 5-gallon buckets or other containers for residents that need them for their glass. Martinez suggested offering something like the bag swap but with used empty buckets. The city could get some decals made for them. Baumann stated that we could look into this; it could be a good reuse option. Discussion of the Waste Management Section of the CAP Adelman stated that Nutter Consulting has all the ideas from the commission members and from the individual conversations that Adelman has had and has consolidated the ideas into themes. On September 10‘ Nutter Consulting will have a work session with city staff and city council to get their input. They will

give a presentation on what has been gathered so far. Nutter Consulting will then hold a session with the public. Adelman stated that Melanie Nutter is doing a fantastic job. New Business Adelman wanted to discuss changing the RCRC meeting time to 5:00 p.m. Martinez made a motion to change the meeting time for the September 22"¢ meeting from 4:30 p.m. to 5:00 p.m. Seconded by McFarlin. All in favor. McFarlin asked what the conversation has been in the past about providing recycling receptacles in Tappan Square. Adelman said this would be her responsibility as Sustainability Manager. She will talk to the grounds manager about having outside recycling receptacles on campus. Sprosty stated that there was one at the corner of Professor and Lorain behind the sign. McFarlin stated that if there is a city sponsored event on Tappan, it would be nice to provide a recycling option. McFarlin asked if the trash and recycling receptacles downtown have been changed. Baumann replied that over the winter, the receptacles were taken away, sand blasted and recoated. McFarlin asked if there was a better way to distinguish trash and recycling. She asked if the recycling collected downtown was really recycled. Baumann stated that there are different signs for recycling and trash. He will check to see how the recycling is handled downtown. Martinez added that if people can see a recycling bin and it’s eye- catching, they will walk the distance to recycle. Report from Recycling Coordinator Sprosty reported: ¢ A shredding event will take place on September 6" from 9 a.m. — noon. The glass collection site will be open during those hours. « The grant is complete and submitted. ¢ She is looking for a grant to take 5 grades to the recycling center. The school will work with her, but she needs to come up with some funds. Public Works Update Baumann reported: ¢ The plan for the OEAC building is going well. City administration is taking on the process of deciding what we are going to do with the OEAC. The city contracted with an engineering/architectural planning firm, GPD Group out of Akron, to do a facilities assessment and a stakeholder/community input process. The city held a joint commission meeting with the Open Space and Visual Environment Commission (OSVEC) and the Recreation Commission. There is a public survey available on the city’s website that people can complete. A postcard will be mailed to all residents inviting them to a public open house, City Council Liaison Report Baumann reported that city council is negotiating with their preferred city manager candidate.
