Public Utilities Commission Meeting of October 14th, 2025 4:30 p.m. Oberlin Enrichment & Activity Center Connie Ponder Conference room 36 S. Prospect Street, Oberlin, OH Meeting will also be live streamed at: Members Present: Gene Matthews, Brent Smith (Chair), Deb Barman (Vice Chair) Others Present: Kristin Peterson (Council Liaison), Drew Skolnicki (Oberlin Electric Director), Mike Miligore (VP of Power Supply Planning-AMP), Linda Arbogast (Oberlin Sustainability Coordinator), Penny Downs (P.U.C. Secretary) The meeting was called to order at 4:30 p.m. by Brent Smith Approval of Minutes Matthews moved to accept the September 9""» 2025 minutes, and it was seconded by Barman. Motion passed 3-0 Business Item Electric Director Drew Skolnicki introduced Michael Migilore (AMP) who presented on the Tallgrass Power Purchase Agreement (PPA). Migilore explained that as the Electric Grid continues to see rapid load growth and generation supplies struggling to keep up, AMP has been exploring opportunities to provide economical, long term power supply options for members. One of those opportunities is an AMP negotiated purchased Power agreement with Tallgrass Energy Partners for a fifteen-year 22.74 MW renewable baseload power supply. Tallgrass captures exhaust heat from two existing compressor stations used to maintain pressure on the Rockies Express natural gas pipeline. This captured heat is used to create a steam-like vapor to spin a turbine and generate electricity. Migilore reintroduced the committee members to the portfolio the City currently receives its energy supply from to best respond to the volatility that exists in the energy and capacity markets. The portfolio consists of Base Load, power supplied on an around the clock basis. Intermediate, is a power supplied during on-peak hours and finally Peaking Resources are supplied over a shorter period of time when the load exceeds the amount of base and intermediate power, The City of Oberlin Power Plant is a Peaking resource. The Tallgrass PPA would be a Base Load around the clock resource. City Manager’s Office * 85 S. Additional Benefits of Tallgrass PPA; * Tallgrass PPA can reduce the Waste Management Landfill amount. * The long-term supply energy with renewable resource. * The net cost is lower than the current market, with the net being even lower if the RECs can be sold in other states. * Tallgrass also provides hedge against further increase in capacity costs as has been seen by increased demands on the grid. Migilore summarized by informing the PUC committee members that AMP recommends that Oberlin purchase 1.94 MW from the Tallgrass PPA. This would provide additional baseload power and would provide approximately 14% of Oberlin annual energy needs. Tallgrass will start in 2027. After Review and Discussion, a motion was made by Matthews and seconded by Barman: “The Public Utilities Commission recommend to City Council to approve the 2027 Tallgrass Waste Heat Energy Schedule with American Municipal Power.” Motion passed 3-0 Other Business There was no other official business put forth for discussion Meeting adjourned at 5:35 p.m. Dutifully Submitted, tenn Secretary
