Budget Recommendations From: Penny Downs, Secretary to PUC Date: November 6, 2025 Members Present: Brent Smith (Chair), Deb Barman (Vice Chair), Gene Matthews, John Rice Others Present: Steve Hoffert, Nick Webber, Bill Albrecht, Josh Keeler, Jeff Baumann, Marin Fowler, Kristin Peterson, Drew Skolnicki, Penny Downs The meeting was called to order at 4:30 p.m. by Brent Smith Approval of Minutes Motion was made by Barman to accept the October 14", 2025, meeting minutes and seconded by Matthews. Motion passed 4-0 Business On November 6, 2025, the members of the Public Utilities Commission met to discuss the 2026 Capital and Operation/ Maintenance budgets for the Electric, Wastewater, Water and Storm Water Departments. Wastewater Department After review and discussion, a motion was made by Matthews and seconded by Barman: "The Public Utilities Commission approved, as discussed, the 2026 Wastewater Division's capital and operation/maintenance budget proposals, including a 5% rate increase as presented by the Public Works Department and recommend approval by City Council.” Motion passed 4-0. Motion passed 4-0. Storm Water After review and discussion, a motion was made by Matthews and seconded by Barman: "The Public Utilities Commission approved, as discussed, the 2026 Storm Water Utility's capital and operation/maintenance budget proposals, as presented by Public Works Department and recommend approval by City Council." Motion passed 4-0. Electric Department After review and discussion, a motion was made by Rice and seconded by Barman: "The Public Utilities Commission approved, as discussed, the 2026 Electric Department's capital and operation/maintenance budget proposals, as presented by the Oberlin Light and Power Department and recommend approval by City Council.” Motion passed 4-0 There was no other business put forth for discussion.
