MINUTES Special City Council Meeting February 9, 2026, 2:30 p.m. | Meeting Location, Oberlin Enrichment and Activity Ctr 36 South Prospect Street, Oberlin , Ohio 44074 ls CALL MEETING TO ORDER AND ROLL CALL The meeting was called to order by Council President Eboni Johnson at 2:30 p.m. to discuss goals for the 2026-2027 City Council Term. Followed by the Roll call. All members of Council were present. Council Members: Present Absent Eboni Johnson, President g q Michael McFarlin, Vice President G Sondra Miller _ O Libni Lopez a Jessa New - Joseph Waltzer 4 Kristin Peterson - Appointees Present Greg Holcomb, City Manager Belinda Anderson, Clerk of Council Jon Clark, Law Director Marin Fowler, Finance Director DISCUSS GOALS FOR THE 2026-2027 CITY COUNCIL TERM Council Business Members of Council discussed the following Council Business Ifems City managers role to manage and provide policy guidance Discussed timely communication with Council regarding new developments Discussed attributes of Exceptional Councils and best practices Discussed internal communication practices among council members Reviewed the evaluation process overview and proposed timeline Considered the possibility of forming standing committees Discussed Ethics Law and how conflict-of- interest apply to Council members who are employees of the College and their family members who are employees of the College. Other topics e Discussed improving language accessibility for Council, board, and commission meetings e Council agreed to schedule an additional meeting to further discuss the following topics o Procedure for submitting recommendations to Council and advancing them through the process o Review feedback from the first Boards and Commissions Orientation and provide suggestions for 2027 improvements o Disposition of city-owned property (i.e. 205 Morgan Street) Economic Development/Grant Writer position o Update on cost assessments and what to do next for the following projects: » UGRR Center Restrooms * OEAC Building o Wayfinding Recommendation from 2025 fe) Action Item e Schedule a work session to receive an update on the multi-use path at 6:00 p.m. on April 6, 2026, prior to the regular City Council meeting. 3.
