MINUTES October 6, 2025 SPECIAL PUBLIC HOUSING COUNCIL MEETING PARMA CITY HALL COUNCIL CHAMBERS 6:05 P.M. The Special Public Housing Council Meeting was called to order by President of Council Vito Dipierro presiding. COUNCIL MEMBERS PRESENT: JOHN SOEDER MONICA WILSON AMANDA BOYD ALLAN DIVIS ROB EUERLE KEVIN C. KUSSMAUL DEBORAH LIME KAMMY SHUMAN COUNCIL MEMBERS EXCUSED: KELLY ZACHARIAS Mrs. Saban – Mr. President, the Roll of Council has been called, and I find a quorum of Council Members present. Motion carried. DISPOSAL OF JOURNAL Mr. Dipierro – Stated, you have before you the Minutes of the Special Public Housing Council Meeting of September 15, 2025. Asked if there were any additions or corrections to the minutes? Yes: Soeder, Wilson, Boyd, Divis, Euerle, Kussmaul, Lime, Shuman No: None; Motion carried Mr. Dipierro – Shall Rule 45 requiring reference to committee be dispensed with and Housing Resolution No. 25-7 and Housing Resolution No. 25-8 be placed on final passage? KUSSMAUL (Special Meeting) (By Request – North Coast Housing Connections Executive Director) A RESOLUTION TO ACCEPT MODIFICATIONS OF THE NORTH COAST HOUSING CONNECTIONS (“NCHC”) HOUSING CHOICE VOUCHER PROGRAM 2026 ADMINISTRATIVE PLAN, AND DECLARING AN EMERGENCY Councilwoman Lime – Asked if the Housing Director could please explain the specific modification to the section regarding Violence Against Women’s Act Emergency Transfer Plan. Director Waxman – For anyone that calls in, we would have to put a plan into place to help them move. Whether it would be to move them to Chevybrook, or any other Housing Authority. Councilwoman Lime – Asked if there were any other changes going forward. Director Waxman – Stated that yes, HUD had tightened up the definitions of medical expense deductions. Councilwoman Lime – Asked for an explanation. Director Waxman – Stated that Therapy dogs, and even the use of aspirins, provided the Medical Provider deems it necessary for their health. Motion made by Councilman Kussmaul seconded by Councilwoman Boyd to adopt Housing Resolution No. 25-7. Yes: Soeder, Wilson, Boyd, Divis, Euerle, Kussmaul, Lime, Shuman. No: None; Housing Resolution No. 25-7 is adopted. HOUSING RESOLUTION NO. 25-8 10/6/25 BY: K.C. KUSSMAUL (Special Meeting) (By Request – North Coast Housing Connections Executive Director) A RESOLUTION AUTHORIZING THE PUBLIC HOUSING EXECUTIVE DIRECTOR TO SUBMIT THE 2026 NORTH COAST HOUSING CONNECTIONS (NCHC) STREAMLINED ANNUAL PUBLIC HOUSING AGENCY (PHA) PLAN FOR THE HOUSING CHOICE VOUCHER PROGRAM TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), AND DECLARING AN EMERGENCY Motion made by Councilwoman Lime seconded by Councilwoman Boyd to adopt Housing Resolution No. 25-8. Yes: Soeder, Wilson, Boyd, Divis, Euerle, Kussmaul, Lime, Shuman.
