1 MINUTES NOVEMBER 5, 2025 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:57 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding: COUNCIL MEMBERS PRESENT: KELLY ZACHARIAS AMANDA BOYD ALLAN DIVIS ROB EUERLE KEVIN C. The request is for an “Area” Variance of Section 1196.07 Signs in Commercial Districts. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the Variance as recommended by the Board of Zoning Appeals and Planning Committee of Council. Yes: Zacharias, Boyd, Divis, Euerle, Kussmaul, Lime, Shuman, Soeder, Wilson No: None; Resolution No. 214-25 is adopted. ----------------------------------------------------------------------------------------------------------- PUBLIC SESSION Lori Mago, 23138 Stonybrook Drive, North Olmsted, Director of Early Intervention and Therapy Services for the Cuyahoga County Board of Developmental Disabilities – Stated she was here last year to reintroduce everyone to Cuyahoga DD and to give an overview of the work they do. This year she wanted to recognize an important milestone for Cuyahoga DD. The 20th Anniversary of their last levy. Two-thirds of their $150 million budget comes from a $3.9 mil continuous levy that was passed by Cuyahoga County voters in 2005. From birth through adulthood, they support people with DD to live their best lives. Their mission is to support and empower people with developmental disabilities to live, learn, work and play in their community. Last year, they served 790 people with developmental

7 disabilities living in Parma. They also serve approximately 15,000 people across the county each year. This is a 20% increase in people served compared to 2005. Over the last 20 years, the levy approved by Cuyahoga County voters has supported people with developmental disabilities through early intervention services, therapies like occupational, physical, and speech language pathology, consultative services to support students in school districts, transition services for young adults, housing and employment supports and assisted technology services. Levy funding also allows Cuyahoga DD to make strategic investments in the community. Since 2021, they have granted nearly $1 million to support over 50 community libraries, arts and culture and recreation and leisure organizations in making their programs and physical spaces accessible to people of all abilities. They awarded $180,000 in community grants in 2025. Last year in 2024, Parma received $10,000 in grants to the Parma Historical Society to increase accessibility. In addition to their work supporting people with disabilities in Cuyahoga County, they strive to be a resource for communities. They would welcome the opportunity to talk more about how they can best support the residents of Parma. Councilman Kussmaul – Asked Ms. Mago if she could talk to his mother after the meeting. Specifically, about a dentist who they have been trying to find for his sister and the frustrations they have been working through with the population the department serves. Ms. Mago – Stated, she would be happy to. ------------------------------------------------------------------------------------------------------------ MISCELLANEOUS BUSINESS Mayor DeGeeter – Congratulated all the incumbents on their re-election. Feels the fact that everyone is coming back is really reflective on the hard work and choosing hard and doing the right things in our City. As a local level of government, he believes we are the most effective and responsive. They get things done collectively, and he appreciates everyone’s leadership. He looks forward to working with everyone and continuing to make great progress and make Parma blossom. -------------------------------------------------------------------------------------------------------------- Safety Director Coury – Stated it is a pleasure to work with all the Council Members. Reminded everyone about the swearing in of 4 Firefighters. -------------------------------------------------------------------------------------------------------------- Service Director Vannello – Congratulated everyone. ------------------------------------------------------------------------------------------------------------- Chief Assistant Law Director Boyle – No comment. ------------------------------------------------------------------------------------------------------------ Treasurer Mastroianni – Congratulated everyone. Stated the residents know that their Council Representative is doing the work. ------------------------------------------------------------------------------------------------------------ Councilwoman Zacharias – No comment. ----------------------------------------------------------------------------------------------------------- Councilwoman Boyd – Thanked everyone for making the first two years remarkable. She has done a lot of growth and learning and feels the utmost gratitude for everyone’s words of encouragement and advice. Looks forward to working with everyone for the next two years. ------------------------------------------------------------------------------------------------------------ Councilman Divis – Stated it is great to work with a great group of Council people and they work hard together as a team for our city and our residents. ------------------------------------------------------------------------------------------------------------- Councilman Euerle – Thanked his Council colleagues and all the support of the Mayor, Safety Director, Service, Law. It is a big team effort. Thank you for being a part of it. --------------------------------------------------------------------------------------------------------------- Councilman Kussmaul – Congratulated everyone on their victories. Thanked their Auxiliary Police for their help on Halloween. Acknowledged the retirement of Firefighter Larry Lampa out of Station 4 and thanked him for his service to the City.

8 Councilwoman Lime – Congratulated everyone on their elections. --------------------------------------------------------------------------------------------------------- Councilwoman Shuman – Thanked everyone for their support and thanked her residents for re- electing her. Stated, the sole reason she sits in her seat has nothing to do with politics or her political views or what party she is or any of it. It has to do with the people that live in Ward 7 and the people she helps every day and the people she talks to. She had someone approach her and tell her how cohesive their unit is and how it is not that way in other cities. Feels they should all be proud of the fact that they walk on the dais, they put everything behind them and they work together. --------------------------------------------------------------------------------------------------------------- Councilman Soeder – Thanked everyone for their support, especially it being his first time. ----------------------------------------------------------------------------------------------------------- Councilwoman Wilson – Stated it is an honor and privilege to be on the dais and it is an honor to serve her Ward. ----------------------------------------------------------------------------------------------------------- Mr. Dipierro – Asked everyone to stay after the meeting to have the picture taken for Small Business. Congratulated everyone. Everyone is here for the right reasons. ----------------------------------------------------------------------------------------------------------- Mrs. Saban – Stated being in the Council Office every day, she talks to most Council Members daily. Feels the voters got it right, because no one sees it more than herself and the Council Office Staff daily on how hard everyone works. The jobs are hard and are 24/7 and go everywhere with everyone. Everyone is doing a great job.
