1 MINUTES NOVEMBER 17, 2025 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:35 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding: COUNCIL MEMBERS PRESENT: ALLAN DIVIS KEVIN C. The following officials and department heads were also present: Mayor Timothy DeGeeter, Chief Assistant Law Director Jim Boyle, Auditor Brian Day, Service Director Tony Vannello, Safety Director Bob Coury, Communications and Community Relations Director Carolyn Kovach, Recreation Commissioner Mickey Vittardi, Chief of Staff Rich Summers and Clerk of Council Kristin L. Ordinance No. 150-17 is tabled. ------------------------------------------------------------------------------------------------------------------- APPOINTMENTS AND CONFIRMATIONS: Councilman Kussmaul – stated, the Appointment Scanning Committee met to discuss the following reappointment: Reappointment of Dennis Vasko to serve on the Building Board of Appeals. Mr. Vasko’s term will expire on November 21, 2025. His new appointment would be for a five (5) year term ending on November 21, 2030. Motion made by Councilman Kussmaul seconded by Councilwoman Lime to grant the appointment as recommended by the Mayor and the Appointment Scanning Committee of Council. Motion carried. ------------------------------------------------------------------------------------------------------------------- PUBLIC SESSION Jeff Minnick – 7627 Key West Drive. Asked if someone could go over what is included in Ordinance No. 163-25 regarding e-bikes. Councilman Kussmaul stated he would meet with Mr. Minnick after the meeting to go over the Ordinance with him. -------------------------------------------------------------------------------------------------------------------- MISCELLANEOUS BUSINESS Mayor DeGeeter – Stated that he and the Safety Director, along with the Strongsville Chief of Police will begin doing interviews for the new Parma Police Chief on Wednesday, as Chief Blair will be leaving in February. Also expressed condolences to Law Director Tuma on this loss of his mother and to Auditor Day on the loss of his mother-in-law. ------------------------------------------------------------------------------------------------------------------- Safety Director Coury – No comment. 7 Service Director Vannello – No comment. ------------------------------------------------------------------------------------------------------------------- Auditor Day – No comment. ------------------------------------------------------------------------------------------------------------------- Chief Assistant Law Director Boyle – On behalf of Law Director Tuma, thanked everyone for their comments and condolences regarding the passing of Law Director Tuma’s mother. Stated that he is sure the family is very appreciative. Stated that it will be a great event and an opportunity to really showcase the new event center. Thanked Council for passing the e-bike legislation tonight and stated that there was a lot of good discussion.
