1 MINUTES DECEMBER 15, 2025 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:30 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding: COUNCIL MEMBERS PRESENT: KEVIN C. KUSSMAUL DEBORAH LIME KAMMY SHUMAN JOHN SOEDER MONICA WILSON KELLY ZACHARIAS ALLAN DIVIS ROB EUERLE COUNCIL MEMBER EXCUSED: AMANDA BOYD Mrs. Saban – Mr. Chairman, the Roll of Council has been called, and I find a quorum of Council Members present. The following officials and department heads were also present: Mayor Timothy DeGeeter, Law Director Scott M. Tuma, Auditor Brian Day, Treasurer Tom Mastroianni, Service Director Tony Vannello, Safety Director Bob Coury, Building Commissioner Dan Kulchytsky, Recreation Commissioner Mickey Vittardi, Director of Human Resources Renee Guy, Community Development Director Erik Tollerup, Chief of Staff Rich Summers and Clerk of Council Kristin L. 2 DISPOSAL OF JOURNAL Mr. Dipierro – Stated, you have before you the Minutes from the December 1, 2025, Regular Council Meeting. Asked if there were any additions or corrections to the minutes? Stated, hearing none, the minutes will stand approved as printed. ---------------------------------------------------------------------------------------------------- COMMUNICATIONS, PETITIONS AND CLAIMS Councilman Euerle – Stated, The Planning Committee of Council met this evening to discuss the Notice of Proposal to Vary for the Applicants William and Diane Schneider 7648 North Linden Lane, Parma, Ohio 44130. PPN:457-14-001. The first proposal is to erect a second garage with covered porch, 1944 square feet in area on a one-acre lot. A variance would result in allowing a second garage that is 1144 SF larger than code allows on a single-family residential lot. The second proposal is to construct a 1-1/2 story garage that is 20 feet tall in overall height. A variance would result in allowing a garage that is 5 feet taller with an additional ½ story in height on a single-family residential lot. The following stipulations were added: 1. The detached garage be setback a minimum of 20’ from the north property line. 2. The height of the garage shall not exceed 18 feet from grade. 3. The size of the garage shall not exceed 1600 SF in area including the covered porch. 4. No additional structures are permitted for storage of any kind. 5. No type of business operations be conducted from the property. 6. Any additional concrete shall be setback a minimum of 5 feet from all property lines. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the Variances, with the stipulations, as recommended by the Board of Zoning Appeals and Planning Committee of Council. Motion carried. ------------------------------------------------------------------------------------------------------------- Councilman Euerle – Stated, , the Planning Committee of Council met this evening to discuss the Notice of Proposal to Vary FOR THE APPLICANT Michael and Grant Sposit 6091 State Road Parma, Ohio 44134, PPN: 446-05-003. The proposal is to change the use of the upstairs from office space to a residential apartment. A variance would result in allowing a retail business zoned commercial building to be mixed use with retail/office use on the first floor and residential use on the second floor. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the Variance as recommended by the Board of Zoning Appeals and Planning Committee of Council. Motion carried. ----------------------------------------------------------------------------------------------------------- Councilman Euerle – Stated, The Planning Committee of Council met this evening to discuss the Notice of Proposal to Vary for the Applicant Dean Schramm, Schramm Signs. For, Sgt Clean Parma Holdings LLC 7585 Day Dr., Parma, Ohio 44129. PPN:449-25-016. The proposal is to install 1 additional Wall (major) sign, 23.75 SF in area and a Free-Standing (major) sign 6’ in height. A variance would result in allowing one additional major wall sign, 23.75 SF larger in area and a free-standing sign that is 1 foot taller than code allows. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the Variance as recommended by the Board of Zoning Appeals and Planning Committee of Council. Motion carried. ------------------------------------------------------------------------------------------------------------ Request for a New D-1 Permit to UKIYOE SUSHI, INC., Ukiyoe Revolving Sushi and Noodles, 7769 Day Drive, Parma, Ohio 44129. Mailed November 20, 2025. Responses must be postmarked no later than December 21, 2025. 3 AMENDMENT TO THE CALENDAR Motion made by Councilwoman Lime seconded by Councilwoman Shuman to amend the Calendar by replacing Ordinance No. 232-25 (Transfers) with Resolution No. 232-25 (Cash Transfers) under SUSPENSION OF THE RULES. ZACHARIAS (By Request – Community Services & Economic Development Director) AN ORDINANCE AUTHORIZING THE MAYOR OR HIS DESIGNEE TO ENTER INTO A LEASE AGREEMENT RENEWAL WITH WELLNET PROPERTIES, LLC, FOR THE PERIOD OF FEBRUARY 1, 2026, THROUGH JANUARY 31, 2027, TO BE UTILIZED BY THE CITY OF PARMA ECONOMIC DEVELOPMENT AND COMMUNITY SERVICES DEPARTMENT, AND DECLARING AN EMERGENCY Motion made by Councilwoman Shuman seconded by Councilwoman Lime to refer Ordinance No. 229-25 back to the Finance Committee. SHUMAN (By Request - Auditor) A RESOLUTION APPROVING THE CITY AUDITOR'S POST CERTIFICATION OF REQUISITIONS AS DETAILED IN EXHIBIT A, AND DECLARING AN EMERGENCY Councilwoman Lime – Asked if the Speed Enforcement line item that is coming out of the Police General Fund is correct? Safety Director Coury – Stated it is the correct account. Also stated, it was not a Police Department error in the process. The Safety Department processes the payments, and they missed transferring funds on time because of office vacation. So half of the invoice had to go post certification. Auditor Day – Stated that those funds will be transferred to the School Safety Fund at the end of the year meeting. No: None; Resolution No. 235-25 is adopted. ----------------------------------------------------------------------------------------------------------------- APPOINTMENTS AND CONFIRMATIONS Councilman Euerle – Stated, the Appointment Scanning Committee met this evening to discuss the Reappointment of Tim Boyko to the Civil Service Commission. Mr. Boyko’s term will expire on December 31, 2025 His new appointment would be for a six (6) year term ending on December 31, 2031. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the reappointment as recommended by the Mayor and the Appointment Scanning Committee of Council. Motion carried. ------------------------------------------------------------------------------------------------- Councilman Euerle – Stated, the Appointment Scanning Committee met this evening to discuss the Reappointment of Scott Simmerer to the Municipal Income Tax Board of Review. Mr. Simmerer’s term expires on December 31, 2025. His new appointment would be for a two (2) year term ending on December 31, 2027. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the reappointment as recommended by the Mayor and the Appointment Scanning Committee of Council. Motion carried. ------------------------------------------------------------------------------------------------- PUBLIC SESSION No one wished to speak. ------------------------------------------------------------------------------------------------------------ MISCELLANEOUS BUSINESS Mayor DeGeeter – Wished everyone a very Merry Christmas and Happy New Year. Feels blessed to work with great directors and staff and great folks at city hall, including Council members. Thanked We are Parma Proud for their work with the Parade and Frosty’s Fest. It was very successful. The community had the opportunity to visit the Ridgewood Golf Club and Event Center. Thanked the Service Department and staff for the beautiful way the event center was decorated. He also gets great feedback on how other city properties are decorated. --------------------------------------------------------------------------------------------------------------- Safety Director Coury – No comment. --------------------------------------------------------------------------------------------------------------- Service Director Vannello – Wished everyone a Merry Christmas. --------------------------------------------------------------------------------------------------------------- Auditor Day – Wished everyone a Merry Christmas. Make sure we all take some time to remember those who don’t have it so fortunate during this time. --------------------------------------------------------------------------------------------------------------- Law Director Tuma – Wished everyone a Merry Christmas and Happy New Year. --------------------------------------------------------------------------------------------------------------- Treasurer Mastroianni – Wished everyone a Merry Christmas and Happy New Year. ------------------------------------------------------------------------------------------------------------ Councilman Kussmaul – Thanked the Service Department and We are Parma Proud for the Christmas Parade and Frosty’s Fest. It was a huge success. Wished everyone a Merry Christmas. ----------------------------------------------------------------------------------------------------------- Councilwoman Lime – Stated the City looks great. Stated that Nela Park is no longer decorating like they did in the past and are donating all their decorations. Thought it might be a great idea to ask for some of their decorations for other locations in the City. Frosty’s Fest was a great day. There were a lot of folks that stopped in to just see the facility. The Ward 2 Santa Drive was a huge

8 success. Thanked the Police Department and Auxiliary Police for their assistance with the Drive. Wished everyone a Merry Christmas. ------------------------------------------------------------------------------------------------------------- Councilwoman Shuman – Thanked the Service Department for the snow removal. Wished everyone a Merry Christmas and Happy New Year. Stated, we are so blessed to have the relationships we do on the dais. ------------------------------------------------------------------------------------------- Councilman Soeder – Wished everyone Happy Holidays. ----------------------------------------------------------------------------------------------------------- Councilwoman Wilson – Thanked Clerk of Council Saban for everything she does for Council throughout the year. Wished everyone Happy Holidays and a peaceful New Year. ------------------------------------------------------------------------------------------------------------- Councilwoman Zacharias – Wished everyone Happy Holidays. ------------------------------------------------------------------------------------------------------------ Councilman Divis – Wished everyone Merry Christmas and Happy New Year. Stated it is a blessing to work with Council and Administration. Everyone works all the time from our Police, Parades that we have, decorating city property. Congratulated everyone who worked on Frosty’s Fest. Congratulated the Chevy Trex Winner. ----------------------------------------------------------------------------------------------------------- Councilman Euerle – Wished everyone a Merry Christmas and Happy New. Stated, the parade was great. Encouraged everyone to walk Veterans Park. --------------------------------------------------------------------------------------------------------------- Councilman Kussmaul – Reminded everyone about Winterfest to be held on December 29th from 1 to 3 PM at Watershed Stewardship Center. --------------------------------------------------------------------------------------------------------------- Mr. Dipierro – Stated there will be a special Council Meeting on Monday, December 29, 2025, at 5 PM. Thanked Law Director Tuma for swearing everyone in this evening.
