1 MINUTES DECEMBER 29, 2025 SPECIAL COUNCIL MEETING PARMA CITY HALL COUNCIL CHAMBERS 5:05 P.M. The Special Council Meeting was called to order by Pro Tem Deborah Lime presiding. COUNCIL MEMBERS PRESENT: DEBORAH LIME KAMMY SHUMAN JOHN SOEDER KELLY ZACHARIAS AMANDA BOYD ROB EUERLE KEVIN C. KUSSMAUL COUNCIL MEMBERS EXCUSED: ALLAN DIVIS MONICA WILSON Ms. Hummel – Mrs. Chairwoman, the Roll of Council has been called, and I find a quorum of Council Members present. Motion carried. -------------------------------------------------------------------------------------------------------------------- LEGISLATIVE COMMENTS Recreation Commissioner Vittardi gave an update on the Golf Course. -------------------------------------------------------------------------------------------------------------------- SUSPENSION OF THE RULES: Mrs. Lime – Shall the statutory provision and Rule 48 requiring the full and distinct reading of Ordinance No. 236-25, Resolution No. 237-25 and Resolution No. 238-25 on three different days be dispensed with? Yes: Lime, Shuman, Soeder, Zacharias, Boyd, Euerle, Kussmaul. No: None; motion carried. Mrs. Lime – Shall Rule 45 requiring reference to committee be dispensed with and Ordinance No. 236-25, Resolution No. 237-25 and Resolution No. 238-25 be placed on final passage? Yes: Lime, Shuman, Soeder, Zacharias, Boyd, Euerle, Kussmaul. SHUMAN (SPECIAL MEETING) (By Request – Auditor) AN ORDINANCE TO AMEND THE 2025 PERMANENT APPROPRIATIONS OF THE CITY OF PARMA, OHIO, AND DECLARING AN EMERGENCY Auditor Day – Gave a brief explanation of the Permanent Appropriations. Motion made by Councilwoman Shuman seconded by Councilwoman Boyd to amend Ordinance No. 236-25 by accepting Exhibit “A”. Motion carried. Motion made by Councilman Kussmaul seconded by Councilwoman Boyd to adopt Ordinance No. 236- 25 as amended. Yes: Lime, Shuman, Soeder, Zacharias, Boyd, Euerle, Kussmaul. No: None; Ordinance No. 236-25 is adopted as amended. ------------------------------------------------------------------------------------------------------------------------------- RESOLUTION NO. 237-25 12/29/25 BY: K. SHUMAN (SPECIAL MEETING) (By Request – Auditor) A RESOLUTION APPROVING THE CITY AUDITOR’S CASH ADVANCES, AND DECLARING AN EMERGENCY Auditor Day – Gave a brief explanation of Cash Advances. Councilwoman Lime – Asked for an explanation of CDBG? Auditor Day – Stated that these are funds which Mr. Tollerup has not received yet. Motion made by Councilwoman Shuman seconded by Councilwoman Boyd to amend Resolution No. 237-25 by accepting Exhibit “A”. Motion carried. Motion made by Councilwoman Shuman seconded by Councilwoman Boyd to adopt Resolution No. 237-25 as amended. Yes: Lime, Shuman, Soeder, Zacharias, Boyd, Euerle, Kussmaul. Motion made by Councilwoman Shuman seconded by Councilwoman Boyd to amend Resolution No. 238-25 by accepting Exhibit “A”. Motion carried. Motion made by Councilwoman Shuman seconded by Councilwoman Boyd to adopt Resolution No. 238-25 as amended. Yes: Lime, Shuman, Soeder, Zacharias, Boyd, Euerle, Kussmaul.
