1 MINUTES JANUARY 20, 2026 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:30 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding: COUNCIL MEMBERS PRESENT: ALLAN DIVIS ROB EUERLE KEVIN C. The following officials and department heads were also present: Mayor Timothy DeGeeter, Law Director Scott M. Tuma, Auditor Brian Day, Treasurer Tom Mastroianni, Service Director Tony Vannello, Safety Director Bob Coury, Building Commissioner Dan Kulchytsky, Communications and Community Relations Director Carolyn Kovach, Recreation Commissioner Mickey Vittardi, Community Development Director Erik Tollerup, Chief of Staff Rich Summers and Clerk of Council Kristin L. EUERLE (By Request – Mayor) A RESOLUTION IN SUPPORT OF THE OHIO COMMISSION FOR THE UNITED STATES SEMIQUINCENTENNIAL (AMERICA250-OH), AND DECLARING AN EMERGENCY Motion made by Councilwoman Lime seconded by Councilwoman Shuman to adopt Resolution No. 6-26. Yes: Divis, Euerle, Kussmaul, Lime, Shuman, Soeder, Wilson, Zacharias, Boyd. No: None; Resolution No. 6-26 is adopted. ------------------------------------------------------------------------------------------------------------------- PUBLIC SESSION Resident at 3974 Jeanne Drive spoke about flooding from Hilltop Drive to his home. Service Director Vannello and Councilman Kussmaul stated they would meet with the resident immediately after the meeting to discuss further. 5 MISCELLANEOUS BUSINESS Mayor DeGeeter – Thanked Service Director Vannello and Councilman Kussmaul for assisting the resident on Jeanne Drive. Encouraged everyone to stay warm in the coming days. ------------------------------------------------------------------------------------------------------------------- Safety Director Coury – Gave an update on the city’s response to the cold weather by stating that the Senior Center had been designated as a warming center, but no one took advantage. Stated that the Dispatch Center will manage any calls received regarding warming needs and will determine the need for warming centers as needed day to day. ------------------------------------------------------------------------------------------------------------------- Service Director Vannello – No comment. ------------------------------------------------------------------------------------------------------------------- Auditor Day – Stated that the 2026 Budget instructions and worksheets went out recently and the Budget Hearings will be February 18, February 23, and March 4. ------------------------------------------------------------------------------------------------------------------- Law Director Tuma – Stated that the Law Department’s 2025 Annual Report is available in the Council Office for review. ------------------------------------------------------------------------------------------------------------------- Treasurer Mastroianni – No comment. ------------------------------------------------------------------------------------------------------------------- Councilman Divis – Thanked the Service Department for the great job they did keeping the streets clear despite the continuous snowfall. Received a message from a resident who said they had a mailbox that was damaged by a snow plow and that they were pleased that Service came out and fixed it the very next day. ------------------------------------------------------------------------------------------------------------------- Councilman Euerle - Stated he held his Coffee with a Councilman program on January 12 and had over 40 people attend, with a great discussion and Q & A session. Asked how the best way to get the word out about warming centers is, as the older people who may need them may not be on social media. Safety Director Coury responded that often these residents will call 911 or the non emergency police number for assistance. Mayor DeGeeter also stated that council can help spread the word. ------------------------------------------------------------------------------------------------------------------- Councilman Kussmaul – Congratulated Chief Riley and his staff on all their recent promotions. ------------------------------------------------------------------------------------------------- Councilwoman Lime – Stated that Service did an excellent job with the snow during the heavy downfall. Stated she is worried about the high utility bills that will be coming up after this cold period for the residents. ------------------------------------------------------------------------------------------------------------------- Councilwoman Shuman – Thanked Service for doing a great job with plowing. Stated that she will be having a Ward Meeting on March 25 at 6:00 PM. The meeting will be held at the American Legion Post 703 on York Rd. ------------------------------------------------------------------------------------------------------------------- Councilman Soeder – No comment. ------------------------------------------------------------------------------------------------------------------- Councilwoman Wilson – Thanks to Service Director Vannello and Public Works Coordinator Dave Blagg for helping her with some issues in her Ward that came up. ------------------------------------------------------------------------------------------------------------------- Councilwoman Zacharias – No comment. ------------------------------------------------------------------------------------------------------------------- Councilwoman Boyd – Thanked Service for their work during the heavy snow. 6 ADJOURNMENT Motion made by Councilman Euerle seconded by Councilwoman Shuman to adjourn said meeting at 7:06 PM.
