1 MINUTES FEBRUARY 2, 2026 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:30 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding: COUNCIL MEMBERS PRESENT: ROB EUERLE KEVIN C. The following officials and department heads were also present: Mayor Timothy DeGeeter, Law Director Scott M. 3 ORDINANCE NO. 5-26 1/20/26 BY: K. SHUMAN (By Request – Parks & Recreation Director) AN ORDINANCE TO AMEND A PORTION OF ORDINANCE NO. 423-06 TO AMEND POSITIONS WITHIN THE “DIVISION OF PARKS & RECREATION,” AND DECLARING AN EMERGENCY Motion made by Councilwoman Shuman seconded by Councilwoman Lime to refer Ordinance No. 5-26 back to the Finance Committee. SHUMAN A RESOLUTION RECOGNIZING FEBRUARY 2026 AS “BLACK HISTORY MONTH” AND DECLARING AN EMERGENCY Councilwoman Wilson stated the following – As our nation approaches it’s 250th anniversary, and Parma marks it’s bicentennial, this moment calls to us to reflect on who helped build this country and this community. Black Americans have shaped our democracy, strengthened our cities, and helped push this nation closer to her ideals. Recognizing these milestones together is both an acknowledgement of the past and a commitment to the future we choose to build together. SHUMAN (By Request – Auditor) A RESOLUTION APPROVING THE CITY AUDITOR’S POST CERTIFICATION OF REQUISITIONS AS DETAILED IN EXHIBIT A, AND DECLARING AN EMERGENCY Motion made by Councilwoman Lime seconded by Councilwoman Shuman to adopt Resolution No. 9-26.

ZACHARIAS (By Request – Assistant City Engineer) AN ORDINANCE TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH THE CUYAHOGA COUNTY BOARD OF HEALTH (“CCBH”) FOR THE PROVISION OF PHASE II STORMWATER SERVICES IN 2026-2030, AND DECLARING AN EMERGENCY Motion made by Councilwoman Lime seconded by Councilwoman Shuman to adopt Ordinance No. 11-26. No: None; Ordinance No. 11-26 is adopted. ------------------------------------------------------------------------------------------------------------------- RESOLUTION 12-26 2/2/26 BY: D. LIME, M. WILSON, A. BOYD, A. DIVIS A RESOLUTION OBJECTING TO FIRST ENERGY’S REQUEST TO LET POWER OUTAGES LAST LONGER, AND DECLARING AN EMERGENCY Councilwoman Lime – Stated that she had put this legislation forward and went on to say that for the last three years her ward has been plagued with many severe outages that last sometimes days, leaving residents wondering who will reimburse them for their losses as far as spoiled food. She went on to say that the Mayor, Service Director Vannello, Clerk of Council Saban, and herself along with engineers from First Energy met in the Mayor’s office to address some of the ongoing issues that may be causing some of the outages throughout the city. Despite this effort, the outages continue. Councilwoman Lime stated that it is unacceptable for them to go to PUCO and ask for more frequent outages. She is very concerned for the residents who depend on electricity for various medical devices. Councilwoman Lime stated that she met with the new Representative from First Energy and let them know about the legislation that she was going to be putting forth. She explained that last summer her residents endured a 3 day power outage which resulted in 375 messages from residents. Councilwoman Lime also was concerned on whether First Energy will be warning it’s customers of these more frequent outages, and that she does not feel that they are supporting their customers, the residents of Parma by submitting this request to the PUCO. Councilwoman Lime asked for Council’s support to pass this legislation. Councilman Kussmaul – Stated that he agrees with Councilwoman Lime, and that this legislation needs to pass. He stated that we should support State Reps. David Thomas and Tristan Rader who with 17 members of the House Energy Commission, sent a letter to the PUCO urging them to reject First Energy’s request to allow for longer and more frequent power outages. He stated that this is the most bipartisan issue in our state right now, and that this Resolution needs to be passed. Councilman Divis – Stated that Ward 5 had multiple outages last summer, mainly in parts of the Woodbury Hills, Sandy Hook area. He also expressed his concern for those on oxygen, and other medical devices that depend on electricity. He stated that he whole heartedly supports Councilwoman Lime, and this legislation. Councilman Euerle – Spoke to the higher bills that residents are paying for electricity, and the many issues residents face due to power outages. Councilwoman Lime – Stated that within the last 2 years, there have been 2 transformers blown, spreading PCB’s that ruined the paint on a resident’s brand new truck, as well as the loss of

5 another resident’s hot tub. Councilwoman Lime stated that she put in a request for a report on these transformers that contain these PCB’s but has not heard back, and expressed her gratitude to Council for their comments, and how important it is to support the residents. Councilwoman Boyd – Stated that higher bills do not make any sense, and that a lot of her residents in Ward 8 depend on electricity for many health issues. She went on to say, that like she does, many also work from home, and cannot work if the power is off. She stated that she has done some research and was not able to justify First Energy’s request for more frequent outages. SHUMAN, A. DIVIS, R. EUERLE, D. LIME, A. BOYD (By Request – Service Director) AN ORDINANCE AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE TO ENTER INTO A CONTRACT AGREEMENT AUTHORIZING ALL ACTIONS NECESSARY TO ACCEPT THE NORTHEAST OHIO PUBLIC ENERGY COUNCIL (“NOPEC”) 2026 ENERGIZED COMMUNTIY GRANT (S) (“NEC”), AND DECLARING AN EMERGENCY Motion made by Councilwoman Lime seconded by Councilwoman Shuman to adopt Ordinance No. 13-26. BOYD (By Request – Service Director) AN ORDINANCE TO RATIFY AND ACCEPT AN AMENDED SEWER EASEMENT AGREEMENT FOR A SEWER EASEMENT OVER AND ACROSS PERMANENT PARCEL NUMBERS 457-10-058 AND 457-10-059 IN THE CITY OF PARMA, AND DECLARING AN EMERGENCY Motion made by Councilwoman Lime seconded by Councilwoman Shuman to adopt Ordinance No. 14-26. SHUMAN (By Request – Auditor) AN ORDINANCE TO AMEND THE 2026 TEMPORARY APPROPRIATIONS OF THE CITY OF PARMA, OHIO, AND DECLARING AN EMERGENCY Motion made by Councilwoman Lime seconded by Councilwoman Boyd to adopt Ordinance No. 15-26. 6 No: None; Ordinance No. 15-26 is adopted. ------------------------------------------------------------------------------------------------------------------- APPOINTMENTS AND CONFIRMATIONS: Councilwoman Boyd – Stated, the Appointment Scanning Committee met to discuss the following appointment: Appointment of Mark Schneider to serve on the Planning Commission. Mr. Schneider’s appointment would be for a six (6) year term replacing Andy Schofield. Mark’s term would run from January 1, 2026 until December 31, 2032. Motion made by Councilwoman Boyd seconded by Councilwoman Lime to grant the appointment as recommended by the Mayor and the Appointment Scanning Committee of Council. Motion carried. Councilwoman Boyd – Stated, the Appointment Scanning Committee met to discuss the following appointment: Appointment of Judy Casselberry to serve on the Board of Building Appeals. Judy Casselberry’s new appointment would be for a five (5) year term, replacing Mark Schneider. Judy’s term will run from February 1, 2026 until December 31, 2031. Motion made by Councilwoman Boyd seconded by Councilwoman Lime to grant the appointment as recommended by the Mayor and the Appointment Scanning Committee of Council. Reminded everyone that Saturday, Valentine’s Day in the St. Charles Parish basement, The Taste of Polish Village will be held. Stated also, she has been talking with the owners of the Red Chimney Restaurant in Slavic Village, who recently lost their building due to a fire. Through many meetings, and talks with the Mayor, Eric Tollerup, and Dan Kulchytsky, the Red Chimney Restaurant will be relocating at the Pappou’s location on Snow Rd. It will be kudos to the City of Parma, and to Polish Village. ------------------------------------------------------------------------------------------------- Councilwoman Shuman – Shared through a recent experience she had at home how important it is to do the security mapping project that the County Prosecutor’s Office is offering to register your ring camera. She explained that it is easy to do with a phone call 216-443-7800 or going to the website. By doing this it can be very helpful to a neighbor in case of a break in. -------------------------------------------------------------------------------------------------------------------
