1 MINUTES MARCH 2, 2026 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:30 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding. COUNCIL MEMBERS PRESENT: DEBORAH LIME KAMMY SHUMAN JOHN SOEDER MONICA WILSON KELLY ZACHARIAS AMANDA BOYD ALLAN DIVIS ROB EUERLE KEVIN C. KUSSMAUL Mrs. Saban – Mr. Chairman, the Roll of Council has been called, and I find a quorum of Council members present: The following officials and department heads were also present: Mayor Timothy DeGeeter, Law Director Scott M. Tuma, Auditor Brian Day, Treasurer Tom Mastroianni, Service Director Tony Vannello, Assistant Building Commissioner Jim Lobenthal, Communications and Community Relations Director Carolyn Kovach, Recreation Commissioner Mickey Vittardi, Senior Citizen Director Erin Lally, Chief of Staff Rich Summers, and Clerk of Council Kristin L. Saban. ------------------------------------------------------------------------------------------------------------------- INVOCATION The Invocation was given by Councilwoman Lime. ------------------------------------------------------------------------------------------------------------------- PLEDGE OF ALLEGIANCE ------------------------------------------------------------------------------------------------------------------- CERTIFICATES Certificates were presented by Councilwoman Lime, Councilman Divis and Mayor Timothy DeGeeter to Nancy Fedak, Cyndee Bratz and Barbara Fillipow for their many years of service to the Parma City Schools. They were also presented with a check from the car raffle. ------------------------------------------------------------------------------------------------------------ LEGISLATIVE COMMENT No one wished to speak. ------------------------------------------------------------------------------------------------------------ DISPOSAL OF JOURNAL Mr. Dipierro – Stated, you have before you the minutes from the February 17, 2026, Regular Council Meeting. Asked if there were any additions or corrections to the minutes? Stated hearing none, the minutes will stand as printed. ------------------------------------------------------------------------------------------------------------------- COMMUNICATIONS, PETITIONS AND CLAIMS Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the variance for 5839 Ridge Road, Parma, Ohio, 44129 as recommended by the Board of Zoning Appeals and the Planning Committee of Council. Motion carried.

Assistant Building Commissioner Lobenthal – Explained, with this change the process for a possibilty of a more speedy process thru the court system with the violations. Yes: Lime, Shuman, Soeder, Zacharias, Boyd, Divis, Euerle, Kussmaul. Auditor Day – Gave a brief explanation. Motion made by Councilwoman Lime seconded by Councilwoman Shuman to adopt Ordinance No. 25-26. Yes: Lime, Shuman, Soeder, Wilson, Zacharias, Boyd, Divis, Euerle, Kussmaul. No: None; Ordinance No. 25-26 is adopted. ------------------------------------------------------------------------------------------------------------------- PUBLIC SESSION Beth Pace – Spoke regarding her battle with Multiple Myeloma. She thanked Council for the recognition of Multiple Myeloma Awareness Month. ------------------------------------------------------------------------------------------------------------ MISCELLANEOUS BUSINESS Mayor DeGeeter – Thanked everyone who attended his State of the City. Service Director Vannello – No comment. Auditor Day – Congratulated the Mayor on his State of the City Address, enjoyed the question and answer portion. Law Director Scott Tuma – Stated that he encourages the Ohio Senate Judiciary Committee to pass amended House Bill 168. Congratulated the Mayor on his State of the City Address. Treasurer Mastroianni – No comment. ------------------------------------------------------------------------------------------------------------------- Councilwoman Lime – Congratulated the Mayor on a great State of the City Address. Councilwoman Shuman – Reminded everyone on the last Budget Meeting being held March 3, 2026, at 6:00 p.m. Councilman Soeder – No comment. Councilwoman Wilson – Spoke regarding the fire at Woodbury Commons. Expressed how organized the scene was, Chief Lasky did an amazing job there were over 100 firefighters there. Thanked Clerk of Council Saban with her constant help. Stated that she is very thankful that there was no life lost, and all residents will be placed in vacant apartments owned by the management company. Thanked the wonderful residents for all their support and donations. Councilwoman Zacharias – No comment. Councilwoman Boyd – No comment. Councilman Divis – Congratulated the Mayor on a great State of the City Address. Councilman Euerle – Recognized the 2 new businesses opening in Parma, Ale Mary’s on Ridge Road and Black Kettle BBQ on Brookpark Rd. Councilman Kussmaul – Thanked Councilwoman Wilson on the great job handling the fire at Woodbury Commons, also thanked all the firefighters for their hard work and dedication. -------------------------------------------------------------------------------------------------------------------
