ORDINANCES: 1528-26 THIRD AN ORDINANCE AMENDING ORDINANCE 1524-2026 SETTING SALARIES AND COMPENSATION FOR OFFICERS AND EMPLOYEES OF THE VILLAGE OF PUT-IN-BAY, OHIO AND DECLARING AN EMERGENCY Cerny moved the third and final reading of the ordinance. This will serve as the first reading. 1537-26 INTRODUCTION AN ORDINANCE IN ACCORDANCE WITH R.C. 737.29 AUTHORIZING THE VILLAGE OF PUT-IN-BAY POLICE CHIEF TO CONTRIBUTE CERTAIN LOST PROPERTY TO THE VILLAGE OF PUT-IN-BAY POLICE DEPARTMENT. Discussion took place; Village Administrator gave explanation on how the whole area needs restructured. Lengthy history of issues with this area and flooding behind townhall. Cerny motioned to table the Erie Blacktop Quote; Drainage curb behind townhall: $9,567.20 until a second quote has been received. Second by Stephens. Sulesky moved to approve the G17 Sewer Credit for 130 Chapman Rd in the amount of $1,308.87 for a well pipe leak. Second by Schafer second. COMMITTEE REPORTS: Streets and Safety Committee: Stephens and Chief Dillon attending a virtual meeting regarding Flock cameras. Flags will need to be replaces along the park; who is responsible? Village Administrator stated that the Village purchases flags every few years; this year the 250th committee was asked to purchase flags. PLANNING COMMISSION: Very busy week; public hearing and regular meetings. Several amendments, variances, and porch additions will need action on. Sulesky stated that the “Island Heritage District” has been restarted. A letter will be sent from the zoning inspector to all business owners regarding parking compliance. COUNCIL BUSINESS Cerny stated that there needs to be more enforcement and penalties for violation of the golf cart ordinance. Legal is in the process of a step by step process for enforcement based on the current ordinances. The $10.00/day pass is still in the works; looking to work out kinks on the registration end of T2. Ed Fitzgerald asked if the process of non-payment for parking tickets is the same as last year. Council stated yes; as soon as the violation has been written, the business received an email notifying them. Mr. Fitzgerald also stated that insurance for golf carts is at a record high, this could potentially weed out the amount of carts on the island due to owners not providing insurance. Cerny would like to move forward with electric bike and scooter enforcement. They currently do not fall under the rental vehicle ordinance. Langram Rd current has a double line painted; was it always that way? Village Administrator stated that Erie Blacktop striped it the same way the county had their portion of Langram striped. It will be restriped the original way after Memorial Day when project is completed. Cerny also stated that google pay and apple pay are active in the T2 system DEPARTMENTS: Chief of Police: See Report Administrator: See Report; Village Admin. requests an executive session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official. MAYOR REPORT: Requested that legal circulate sample legislation for ebikes and scooters.

Met with 250th celebration committee and requested that they submit their parade routes. Will be a very busy weekend with road closures. Responded to Mr. Gatewoods request to operate a paddleboard rental business; Mr. Gatewood stated that his insurance would indemnify the Village if the paddleboards were used on the Village bathing beach. Lengthy discussion took place on the sale of golf carts and vehicle licenses. Mr. Spatafore would like to sell his carts that are registered in the township to a village business. This would not increase the total number of combined carts between he township and village, it would just increase Village number and decrease the township number. Lengthy discussion took place on this topic. Council will take action on Mr. Spatafore’s request to sell carts to the Village on May 14th, 2026. PUBLIC PARTICIPATION: Ed Fitzgerals; 272 Delaware; Stated that it seems like the Village does not have any direction when it comes to golf cart enforcement. April 15th deadline is absurd; asked council if they would consider changing to May 15th. Bob Gatewood; 222 Toledo Ave; As a small rental company running an honest business, need to weed out the bad eggs. Asked Chief Dillon about throwing a benefit for the police department. Thankful for the Mayor and Council and all they do. Commented on scooter rental and gave explanation on their levels of speed and horsepower. LETTER(S): Letter to council from Marsha Parker; council discussion took place on the logistics of parking in that area.
