Approve: Employee wage increases (see appendix A) Koehler moved to approve the Westfield Electric invoices totaling $25,522.00 (including invoices from 2023 and 2024). Second by Schafer. Public Participation: Mark Lekanka: 1562 Jeris Lane Requested permission from the Village to drive his golf cart-type vehicle on Village roads. It will be a mobile advertising vehicle with a TV screen that is 4ft x 12 ft. Council discussed zoning restrictions, fixed location business requirements, and mobile business regulations. Legal suggested tabling until more research in the ordinances has been done. COMMITTEE REPORTS: Koehler requested more clarification on ordinance 1538-26; specifically section (d); penalties. Suggested that the insurance audit request letter go out with the ordinance to all golf cart companies. PLANNING COMMISSION: Hahn briefed council on upcoming agenda items for the May 14th meeting; 198 Delaware and that the accessory structure at the PIB Winery was approved with stipulations. COUNCIL BUSINESS President of Council Cerny: Would like to see the golf cart enforcement and permits be reeled in. Lengthy discussion took place on Duff Spatafore’s request to potentially sell his golf cart licensing permits to a Village business. Stephens spoke on the number of carts allowed on the Village roads. Schafer stated that the ordinance needs to be amended to correctly reflect the number of carts in the Village and Township. 718 Carts in the Township and 885 in the Village. Legal stated that there is criteria for council to base their decision to allow a transfer on; section 858.04. DEPARTMENTS: Chief of Police: The Village will expend $915.00 after reimbursement through a grant for new body armor vests. Met with Sheriff Levorchick; has been great to work with; spoke on extra deputies for busy weekends; SWAT resources will be offered for the 250th Celebration event if needed. Administrator: Updates regarding flag placement around the park; striping jobs are almost finished and curbs have been sandblasted. Jake Justice has passed his Class III water test; stated pay rates for dock and bathhouse summer employees. LEGAL COUNSEL:

Provided council and public with a power point presentation of golf cart enforcement. MAYOR REPORT: Stated that e representative from the Electric Company reached out and spoke on a precursor for rate increase. The representative would like to do a study/report on working together with the Village on new cable installation. Hahn asked if the Village has shopped on PUCO for an energy consortium. PUBLIC PARTICIPATION: Carter Pugh; 72 Chapman Rd. Witnessed a party bus on the island the Weekend of Whisky Light; wanted to know how this prohibition of this is enforced. Chief stated that there would need to be just cause for a traffic stop. Mayor Berry asked that she be made aware the next time this occurs and she can further look in to it; or call the non- emergency police department line. Brad Ohlemacher; 827 Westshore: Asked how much is left in the “Sponsor a Cop” fund. Asked if the money can be expended from the fund to an outside organization. Fiscal Officer will check with the auditors on if that can be facilitated. Sara Booker; 765 Bayview: Teaming up with Brian Cultice on a silent auction to raise money for the K9 unit. Bob Gatewood; AB Carts: Thanked council for hard work. Stated that the Police Department benefit is in the works; asked council if there is any place that boaters who rent carts overnight can park them overnight. Mayor stated the Village streets do not haver overnight parking due to street cleaning in the mornings. Laura Fogg; 1782 Airline Drive: George Wilbur will be submitting a petition for 15 annexations to council. Stephens moved for council to enter executive session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official.
