COMMITTEE REPORTS: Streets/Safety: Sidewalk project was submitted to potentially widen Hartford to an 8ft sidewalk. It would be 100% ODOT coverage for funds. Market: Traffic Study comments were sent back to Mannik. Village will be asking for a recommendation would be regarding overcrowded intersections and number of golf carts on the roads. Would like them to come back in 2025 on a very busy weekend to see how congested the roads get. Paid parking was discussed; new striping on the curbs to alert drivers was also talked about. The discussion took place on allowing rental companies to purchase parking permits; also the dates when paid parking in active/inactive. Koehler moved for the Mayor to work with legal to reconfigure the paid parking ordinance. There was not a second. Motion dies for lack of second. Koehler moved for paid parking to end September 30th of each year. Second by Sulesky. ROLL: STEPHENS; YES, MARKET; ABSTAIN, KOEHLER; YES, SULESKY; YES, BIERY; YES, CERNY; YES. Koehler moved to allow commercial rental companies to purchase parking permits; seasonally at $200/permit. No second. Motion dies for lack of second. Docks Committee: RFP Discussion took place; the draft had been circulated. Committee will have to discuss what bidders will be responsible for maintaining along with coverage limits. Other topics discussed were: honoring yachting contracts; refunds; reservation options. Cerny stated that the lease payment may be too low; should consider increasing. Review board for the RFP will make recommendations to council. Docks committee will assume the board position. Cerny: Frontier/Spectrum Communication project will be implemented 1/1/2025. PLANNING COMMISSION: Ongoing setbacks and signage are currently being discussed. PIB Winery is applying for an accessory structure (food truck). DEPARTMENTS: Chief of Police: Lieutenant Seitz is looking to go to OPOTA to obtain certification to be able to train officers. It is $1000 for an 80 hour course. Officer Fenstermaker is researching gun cabinets to be used instead of the cabinets currently in the PD. Seitz met with Alec from Muscle Bay; looking for donations to put towards gym memberships. The state requires MFA on computers to be upgraded; looking around for the lowest pricing. Brian Cultice will also be helping with keeping the system secure. Other discussion included the purchase of new laptops for the new vehicles; additional workspace laptops for new hires at the department; recruitment; and the ability to attend mainland court via zoom. Administrator: Discussed Veterans Day being added to the list of designated Holidays by the Village. The current striping of the paint on the curbs will need to be blasted off and repainted; somewhere around $17,600.00. LEGAL COUNSEL: Stated that in the RFP, the language states that all requests for information must come from Village Administrator; no one else. PUBLIC PARTICIPATION: Joe Cerny; Sybil Blvd. Received a notice of violation in recent bill; questioned What the notice was for; and why there was unsafe water for 14 days. Cerny moved for council to enter executive session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official; and for the discussion of pending and imminent litigation.
