REGULAR MEETING MINUTES Village of Put-in-Bay Council Tuesday, July 1st, 2025 9:00 AM Village Town Hall *Live streaming of council meetings now available at www.villageofpib.com Mayor Berry called the meeting to order at 9:00 am. Roll: Stephens; present, Koehler; present, Market; present, Sulesky; present, Biery; present, Cerny; present. ______________________________________________ ORDINANCES: ORD: 1496-25 INTRO/EMERG AN ORDINANCE AMENDING ORDINANCE 1487-25 SETTING SALARIES AND COMPENSATION FOR OFFICERS AND EMPLOYEES OF THE VILLAGE OF PUT-IN- BAY, OHIO AND DECLARING AN EMERGENCY Biery moved to introduce the Ordinance as an emergency. Market moved to waive the three-reading rule. Second by Biery. Roll: Stephens; yes, Market; yes, Koehler; yes, Sulesky; yes, Biery; yes, Cerny; yes. ACTION OF COUNCIL NEEDED: Market approved the June 10th, 2025 Regular Meeting Minutes as amended. Second by Biery. Valley Ford invoice in the amount of $5405.15 – will take action at next meeting when detailed invoice is reviewed. Market approved the Village of Put-in-Bay proposal for policing the Township pending legal comments. Second by Cerny. Market moved the Part time dock employee pay rate increase; Jacob King $1.00 increase, and Dom Leto a $3.00 increase retroactive to June 15th, 2025. Second by Stephens. Roll: Stephens; yes, Market; yes, Koehler; yes, Sulesky; yes, Biery; yes, Cerny; yes. Market moved to approve the 2.5% pay increase for full time village employees. Second by Sulesky. Roll: Stephens; yes, Market; yes, Koehler; yes, Sulesky; yes, Biery; yes, Cerny; yes. Market moved to approve the Covalen Invoice; $6,230.00 for a spare pump for Bath Street lift-station. Second by Biery. Roll: Stephens; yes, Market; yes, Koehler; yes, Sulesky; yes, Biery; yes, Cerny; yes. Committee Reports: Planning Commission: 349 Dollar review meeting on 7/1/2025. Fencing complaints on 198 Delaware; currently assessing options. Letter will be sent to the zoning inspector. Streets and Safety:

Parking zones/paid parking signs do not specifically state “Paid Parking”. Can it be added to the sign? Can be confusing to people. In front of the churches there is no yellow stripe indicating no parking. Should it be added? Property/Town Hall: Request for Proposal is on motion for the Town Hall. COUNCIL BUSINESS: Market questioned if each department is financially responsible for their legal fees. Fiscal Officer stated that they are, and are paid out of the legal fee line item which is budgeted for each year. Koehler stated that the bathing beach is being advertised as “beautiful”; in real life it does not hold up to that standard. Discussion took place on how to move forward with maintaining the beach. Sulesky stated that PIB will be in the national spotlight for the 250th celebration for declaration of independence next year; may be good to consider budgeting for new flags, cleaning, advertisement, security, decorations for 2026. DEPARTMENTS: Chief of Police: COPS grant was submitted on 6/30. Positive feedback on the officers on foot walking around town. July 25th is Pizza with a Cop at the Townhall. Administrator: See Report Fiscal Officer: Request Executive Session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official LEGAL COUNSEL: Non-compliance for Vehicle Licensing Tax is moving forward. MAYOR REPORT: Funding sources being signed by Governor for the resort tax increase. The effective date is pushed out 90 days, will not take place this year. Village will need to have a plan in place. Ottawa County Commissioners have the ability to increase lodging tax by 1% and have it come directly back to the Village for law enforcement purposes. There is an annexation group consisting of 10-20 people that will approach the Village for acceptance. Discussion took place on additional costs that will be incurred by the Village with annexation. PUBLIC PARTICIPATION: Dave Schaffer: Commented on the police walking around is a positive thing. Asked if the police proposal will be posted in the Gazette and online? Would like the status of all the overnight rentals in the Village. Frustrated on the enforcement of the vehicle tax compliance. Council assured him that steps are in place and action is being done, it just takes time for it all to come to fruition. Mary McCann: Addressed council with three parking recommendations: 1. Clearer signage 2. Closer signage 3. Grace period of no charge for parking, example being M-Th, 7am – 12pm. Recommended that council consider the three ideas. Market: suggested that council has a parking meeting after the season is over to de-brief on all things parking related. Melinda Myers: asked council if 6 seaters can park on Delaware; Mayor stated that she will contact the fire department to have them come out and remeasure the street and angles for the fire trucks to get down. Kathi Spayde: stated that she always provided tourists with free parking location and maps. Bob Gatewood: Always provides his cart renters with maps of locations of free parking. Lots of compliments to his business.

Biery moved that Council enter Executive Session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official; and for the discussion of pending and imminent litigation. Second by Stephens. Roll: Stephens; yes, Market; yes, Koehler; yes, Biery; yes, Sulesky; yes, Cerny; yes. Council entered at 10:22 am. No action will be taken after executive session.
