REGULAR MEETING MINUTES Village of Put-in-Bay Council Tuesday, July 8th, 2025 9:00 AM Village Town Hall *Live streaming of council meetings now available at www.villageofpib.com President of council Jake Market called the meeting to order at 9:00 am. Roll: Stephens; absent, Koehler; present, Market; present, Biery; present, Sulesky; present, Cerny; present. PUBLIC HEARING The purpose of the Public Hearing is to take public commentary on and consider an introduction of the following; Ordinance: 1494-25 AN ORDINANCE AMENDING 1288.04, “SPECIFIC CONDITIONS FOR SPECIAL USES”, OF PART TWELVE OF THE CODIFIED ORDINANCES OF THE VILLAGE OF PUT-IN-BAY AND DECLARING AN EMERGENCY Market opened up the floor for public hearing. Mr. Sulesky summarized the zoning changes regarding swimming pools. No public participation. Cerny moved to close the public hearing. Biery second. Voice Votes; all yes. Public hearing closed at 9:12 am. ______________________________________________ Agenda Additions: Motion to approve additional items to the agenda: 1. Ordinance 1495-25; U-Turns Biery moved to amend the agenda to include Ordinance 1495-25. Second by Cerny. Roll: Voice Vote; all yes. ORDINANCES: Ordinance: 1494-25 INTRO/EMERGAN ORDINANCE AMENDING 1288.04, “SPECIFIC CONDITIONS FOR SPECIAL USES”, OF PART TWELVE OF THE CODIFIED ORDINANCES OF THE VILLAGE OF PUT-IN-BAY AND DECLARING AN EMERGENCY Biery moved to introduce the ordinance. This will serve as the first reading. Ordinance: 1495-25 AN ORDINANCE AMENDING SECTION 432.11, “”U’ TURNS RESTRICTED,” OF PART FOUR, TITLE SIX OF THE CODIFIED ORDINANCES OF THE VILLAGE OF PUT-IN-BAY AND DECLARING AN EMERGENCY. Sulesky moved to introduce the ordinance. This will serve as the first reading. ACTION OF COUNCIL NEEDED: Cerny moved to approve the Valley Ford invoice in the amount of $5405.15. Second by Biery. Roll: Voice Vote; all yes. Biery moved to approve the 2.5% pay increase for full time village employees effective June 29th, 2025 pay period. Second by Market. Roll: Voice Vote; all yes. Biery moved to approve the Ohio Edison invoice for Shore Villas/East Point $3,335.56. Second by Cerny. Roll: Voice Vote; all yes.

Cerny moved to approve the CSM Practical Solutions invoice for $5,055.00. Second by Market. Roll: Voice Vote; all yes Market moved to approve the Kleinfelder Invoice $ 2587.17 for Ibis/East Point out of Fund 5213 disbursement. Second by Biery. Roll: Voice Vote; all yes Biery moved to approve the Kleinfelder Invoice: $43,660.07 for Ibis/East Point out of Fund 5213 disbursement. Second by Cerny. Roll: Voice Vote; all yes Biery moved to approve the Kleinfelder Invoice: $6,875.01 for Ibis/East Point out of Fund 5213 disbursement. Second by Cerny. Roll: Voice Vote; all yes PLANNING COMMISSION: Mr. Sulesky gave report on what is on the upcoming agenda for the zoning board to review and take action on. COUNCIL BUSINESS: Mr. Cerny reached out to T2 to see if Apple pay is an option for 2026. DEPARTMENTS: Chief of Police: Reported that the background check investigator is very aggressive with obtaining information and documents; 101 calls over the 4th of July weekend; currently receiving new quotes for weapons; working on a grant for police vehicles. Village Administrator: The water plant made and went through 500,000.00 gallons of water the past Friday and Saturday over the 4th weekend. Sulesky questioned a modular expansion on an additional water tank, other options for more space. PUBLIC PARTICIPATION: Jim Anteau: Questioned the process for assessments that are placed on the annual property taxes after a project has been granted. Dave Schaffer: Stated that rental cart owners and other businesses are frustrated over enforcement regarding golf carts. Was made aware of a potential auction for Delaware Carts; suggested the Village write a letter to the legal team in charge of the trust/Mathys estate. Praised Chief for handling a difficult parking ticket that he observed. Questioned hopping on board with the Township on their VRBO/Air BnB/ Rental software. Market will reach out to Chris Cooper. Bob Gatewood: Needs a street sweeper for Toledo Ave by his house. Golf Carts are way over the limit; too many being rented when they shouldn’t be. Biery moved to adjourn the meeting; second by Cerny. Roll: Voice Vote; all yes Meeting adjourned at 9:56 am. Council may enter Executive Session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official; and for the discussion of pending and imminent litigation; and for the sale of property.
