Roll: Stephens; present, Koehler; present, Market; present, Cox; present, Biery; present, Cerny; present. ______________________________________________ Agenda Additions: 1. The purchase of Verkada trial camera for $1530.90 with one year license. Motion to approve additional items to the agenda: 1. Market 2. Cerny Roll: Stephens; yes, Kohler; yes, Market; yes, Cox; yes, Biery; yes, Cerny; yes. Action on added items: Biery moved to approve the purchase of the Verkada camera in the amount of $1530.90. ORDINANCES: 1449-24 INTRO/EMERG AN ORDINANCE AMENDING SECTION 453.05 “ANSWERS; PROCEDURES,” SECTION 453.06 “FAILURE TO ANSWER,” AND SECTION 453.99 “PARKING INFRACTION FINES,” OF PART FOUR, TITLE EIGHT OF THE CODIFIED ORDINANCES OF THE VILLAGE OF PUT-IN-BAY AND DECLARING AN EMERGENCY. BIERY INTRODUCED THE ORDINANCE. COX MOVED TO TREAT THE ORDINANCE AS AN EMERGENCY. SECOND BY CERNY. Roll: Stephens; yes, Kohler; yes, Market; yes, Cox; yes, Biery; yes, Cerny; yes. ACTION OF COUNCIL NEEDED: Renaming Delaware Road to Pat Dailey Blvd: Cox explained the premise behind his idea; research in to changing a street name will have to be done. Legal will look in to it and brief at the next meeting. Koehler was concerned about all of the extra work businesses will have to do if the street name is changed; address cards, bills, etc. Cox moved to approve the renaming of Delaware Ave to Pat Dailey Blvd. Motion died for lack of second. More discussion and brainstorming will take place to get a tribute to Pat completed. Cox moved for the Replacement of a chlorine monitor for WTP up to $7,500. Second by Biery. Roll: Stephens; yes, Kohler; yes, Market; yes, Cox; yes, Biery; yes, Cerny; yes. DEPARTMENTS: Chief of Police: Acknowledged the officers on duty during the high speed chase; good collaboration with the other departments on the island.

pg. 2 Administrator: All of the parking signs that were ordered are up. An additional stop sign on Hartford can be put up; will speak with traffic study representative. Electric vehicles are being brought on the docks and charging on the pedestals; many safety issues. They will have to be kept on the bike racks by the dock huts. LEGAL COUNSEL: Researched the type of usage on the docks; must be used for transient boaters; 15 days or fewer. PUBLIC PARTICIPATION: Brad Ohlemacher; Westshore Blvd. Woud like to brainstorm more on the “Pat Dailey Walk of Fame” idea. Internet outage all of the island and mainland yesterday; could be very detrimental to businesses if it happens on a busy weekend. Can council reach out to service providers to get an explanation on why this keeps happening? Market will draft a letter to the FCC. Joe Cerny; Sybil Blvd. AT&T and Verizon are offering wireless internet. Dave Shaffer; Catawba Ave. Spoke with Spectrum, they are set up on ATT and Verizon equipment, so when one goes down, they all go down. Walked around downtown and counted 139 paid parking spots and 367 free parking spots. Questioned the enforcement on vehicle stickers and windshields on carts. Bob Gatewood; Toledo Ave/ AB Carts Knows a Spectrum representative Named Greg Black. Stated that 2023 golf cart rental companies should be allotted stickers. Zif a new Company comes up in 2024 it should not be allowed. Biery moved for council to enter executive session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official; and for the discussion of pending and imminent litigation; and for the sale of property. Second by Cox. Roll: Stephens; yes, Kohler; yes, Market; yes, Cox; yes, Biery; yes, Cerny; yes. Council entered at 9:45 am. Market moved for council to exit executive session. Second by Cox. Roll: Stephens; yes, Kohler; yes, Market; yes, Cox; yes, Biery; yes, Cerny; yes. Council exit at 10:50 am. OTHER BUSINESS: Derek Genzmans (Islander Inn) 225 Erie Street Upcoming liquor license appeal hearing; what do they need and where do they stand? Legal responded that the Village legal team with in contact with the Islander Inn legal team and currently discussing the matter. Cerny moved to adjourn the meeting. Second by Biery. Roll: Voice Vote; all yes.
