Avon Authorizes Up to $3M in Notes to Keep State Routes 254 and 83 Project Moving

Avon Council passed Ordinance 43-26 authorizing the issuance and sale of bond anticipation notes up to $3,000,000 to cover additional costs on the city's State Routes 254 and 83 improvement program — construction, widening, grading, drainage, and paving work plus related appurtenances on two of the city's busiest state highways.

Avon City Council passed Ordinance 43-26 authorizing the issuance and sale of bond anticipation notes (BANs) in a principal amount not to exceed $3,000,000 to pay additional costs on the ongoing State Routes 254 and 83 improvement program.

The funds will be applied to construction, reconstruction, widening, grading, draining, paving, and otherwise improving SR 254 and SR 83 within the city, along with related appurtenances. Both routes are major east-west and north-south corridors carrying commuter and commercial traffic through Avon — and both have seen multi-year capital work as the city's population has grown past 25,000.

BANs are a short-term municipal borrowing tool that lets a city access capital now while permanent bond financing is arranged later. They're paid off when the long-term bonds are issued, or refinanced via another note if timing shifts.

The authorization was declared an emergency to keep the project on schedule during the current construction season. This is the second major road-funding action Council has passed in 2026, following Ordinance 35-26 which awarded the Chester Road Resurfacing bid.
