Westlake Inches Closer to Approving 51,000-Square-Foot Indoor Sports Complex

Liberty Development Company is seeking a conditional use permit to build a 51,620 sf indoor volleyball and basketball facility on Viking Parkway. The Planning Commission unanimously recommended approval in March 2026.
A proposed indoor sports facility on Viking Parkway is advancing through Westlake's approval process after the city's Planning Commission unanimously recommended it for approval in early March.
The project, brought by Liberty Development Company under the name Westlake Indoor Sports, would erect an approximately 51,620-square-foot building on 7.2 acres at 31170 Viking Parkway. The facility would feature eight indoor courts focused primarily on volleyball and basketball, and would operate seven days a week.
The proposal is zoned as a conditional use in Westlake's Exclusive Industrial District — the same classification that allowed comparable facilities like Paramount Tennis Club, Sky Zone, and 18Lab Golf to set up in the city.
Planning Director Jim Bedell told the city's Planning, Zoning, Legislative Committee in January that the building would have ample parking and that the applicants were aware of restrictive covenants along Viking Parkway. Councilmembers at the committee meeting raised questions about traffic patterns, HVAC placement, and tree screening as part of the development plan.
During tournaments and camps, the facility would sell merchandise and food inside the building. All activities would be fully enclosed.
The Planning Commission voted 5-0 on March 2 to recommend approval of Ord. 2026-15, which would formally grant the conditional use permit. The matter now returns to City Council for a final vote.
The application has been in the pipeline since at least late 2025 — Council voted in January 2026 to extend the Planning, Zoning, Legislative Committee's review period by 60 days, buying more time before the project moved forward.
